Municipality of Kempele's web service renewal
The Municipality of Kempele renewed all its key web services at once when the municipal website, the tourist-oriented Visit Kempele, and the staff intranet were migrated to a modern WordPress platform. At the heart of the renewal were better service for the municipality's residents, digital sovereignty, and a solution that streamlined the work of the municipal team. The end result is a visually fresh, lightning-fast entity that significantly eases the everyday work of administrators.
Technical results of the Kempele renewal

better technical performance. The score rose to 77/100. This is an important improvement, as search engines favor fast and technically high-quality websites.

lighter website. The total page size decreased on average from 0.98 MB to 0.6 MB, which translates directly to faster loading times and improved accessibility.

fewer server requests. The load requests required by the site were more than halved, radically reducing server load.

lighter images. The average size of images was reduced by over a fifth, saving bandwidth and speeding up loading times.
The Municipality of Kempele identified a clear need for a comprehensive update of its digital services. Residents expect faster and more seamless access to information on current affairs, events, and digital service channels. The old content management system had reached the end of its lifecycle, and content production was perceived as clunky.
One of the biggest everyday challenges was related to the Suomi.fi Service Information Repository (PTV), where municipalities are legally required to describe their services.
“We had descriptions of the same things on our website and in the Service Information Repository, which created extra work. We wanted to unify this so that once the PTV is in order, we can directly display up-to-date content from there on the new website as well,” explains Pasi Takalo, Project Manager for the Municipality of Kempele, regarding the starting point.
The municipality wanted to rebuild its web services on the open-source WordPress platform. The goal was to create a modern and bold digital website entity that is easy to maintain and serves its users flawlessly on all devices.
All services seamlessly on the same platform
In the renewal, the previously completely separate Visit Kempele tourism site was brought in as an integral part of the municipality’s public main site to ensure a unified user journey. Although the tourism section is technically located on the same municipal site, it clearly stands out as its own entity thanks to its brand colors and tailored navigation.
The entirety was implemented as a multisite solution, which technically includes two separate sites: the public main site and the staff intranet. The same technical foundation and architecture significantly ease the work of administrators and make management straightforward.
In UI design, the focus was on accessibility, loading speed, and a fresh look. Instead of heavy external font libraries, the site utilizes the devices’ own system fonts. The sizes and spacing of elements were implemented to scale dynamically, guaranteeing an optimal reading experience regardless of screen size.
Thanks to an insight from our designer, an “Are you looking for these?” quick link menu was added to the site’s main navigation. It offers residents a shortcut to the most frequently searched services, such as Wilma or school menus, further improving the smoothness of digital interactions.

PTV integration revolutionized content creators’ work
An exceptionally flexible PTV integration emerged as the technical crown jewel of the project.
Traditionally, leveraging PTV data across the municipal sector has been inflexible, but in Kempele’s case, we raised the bar.
An advanced PTV block was developed for the WordPress editor. It allows content creators to select exactly which individual pieces of information about a service or service channel are displayed – for example, just the opening hours or a phone number.
The presentation order of the information can be freely changed by dragging and dropping, and service channels can be renamed to better fit the context of the site. In addition, PTV data can be enriched by placing local images between blocks or by displaying PTV information inside accordion menus.
The data synchronizes automatically via the API once a day. If necessary, the administrator can fetch the latest updates manually with a single click.
“People who previously maintained the web pages have shifted to updating the PTV content directly. When they make changes there, the information updates automatically on both the Suomi.fi portal and the municipality’s own website. In terms of workload, we have gained significant relief,” Pasi rejoices.
Domesticity and data security at the core
It was important for Kempele to build an entity that is fast, secure, and operates on Finnish servers. This goal was met by utilizing a WordPress environment hosted by Seravo.
“Digital sovereignty is a very current theme. We are increasingly thinking about keeping data in our own hands within the country’s borders. We specifically wanted to utilize domestic expertise,” the project manager notes.
Technical fluidity was also brought into the municipality’s internal everyday life. Single Sign-On (SSO) with Microsoft credentials was implemented on the intranet side, making the management of roles and user rights secure and easy. In addition, the site’s CMS was harnessed to feed the municipality’s physical info screens via tailored RSS feeds.
Open dialogue guaranteed staying on schedule
The ambitious target schedule required seamless teamwork between Kempele and us. The project was carried out in tight sprints, where solutions were brainstormed and refined together along the way. A prerequisite for success was the client’s own strong commitment in project management and a genuine willingness to listen to our recommendations as a technical partner.
“We said internally that we shouldn’t get too bogged down in small details. We genuinely wanted to listen to your expertise, and you provided good recommendations on how things should be solved. Decisions were generally made right away in the meetings.”, Takalo praises.
The outcome is a digital service ecosystem that has been widely applauded by staff and residents alike. Kempele’s new website stands as a prime example of how daring design and progressive tech solutions can benefit the end-user while making the municipality’s expert work more efficient.
WordPress architecture and custom solutions
Multisite implementation
The entity was built on a multisite architecture, technically containing two separate instances: the public main site (kempele.fi) and the staff intranet.
Built-in tourism section
The previously separate Visit Kempele was integrated tightly into the municipal site. The section has its own visual identity and navigation, unifying the user experience while keeping background management seamless.
Fluid design and performance-optimized theme
A fully customized layout where typography and element spacing scale dynamically at the code level. Heavy external font libraries were replaced with operating system fonts to maximize loading speed.
Custom Gutenberg blocks
Entirely custom blocks were developed for content management, allowing even complex external data (like PTV and Kuntarekry) to be formatted, filtered, and visually enriched in the editor.
Relevanssi search
The site’s internal search was implemented using Relevanssi technology, allowing the client to fine-tune and weight the relevance of search results directly from the backend.

Integrations
Suomi.fi Service Information Repository (PTV) - API synchronization
A one-way, yet highly extensive continuous synchronization of a complex data mass. The municipality's entire service and service channel data is fetched via API into WordPress. The data is parsed into custom WP blocks. Administrators can select individual fields from the PTV data, change their order in the editor, and enrich external data with local content (e.g., images or accordions).
Microsoft Entra ID (SSO) - Authentication and access rights
An authentication integration implemented behind the intranet and publishing system. Staff log in using the organization's own credentials (Single Sign-On). The integration is a key part of the service's security and operational logic, as it automatically maps user roles and permissions directly from the municipality's directory service.
RSS feeds
Importing open job positions from Kuntarekry to the site using a custom block (data is parsed within WP into its own layout), as well as feeding the municipality's physical info screens (e.g., meeting room door displays) via custom feeds through WordPress.
